Course overview
This seminar will consider the latest developments in the law affecting local authorities.  Local authority lawyers continue to operate in a challenging and dynamic environment and this seminar will address the challenges to authorities in making sure that they do things correctly and in accordance with proper governance, the changing governance landscape with devolution, the latest developments in the member conduct regime, an update on procurement law and the most recent case law affecting local authorities.

Presenter profiles:
Anita Bradley, Browne Jacobson is a partner in our public sector practice with nine years’ recent experience as a monitoring officer and head of a legal service in the public sector. Anita specialises in administrative and public law and has extensive experience of dealing with decision making and vires issues and code of conduct complaints and investigations. She also undertakes planning and environmental law work and information law.
Nicholas Dobson is a leading local government and public lawyer with extensive experience of local government law, management and practice. Currently a consultant with leading law firm, Freeths, for many years he was head of local government with Pinsent Masons. He has also worked as a lawyer within six local authorities.
Nicholas writes and speaks regularly on local authority and public law and his work is published in a variety of media. These include Lexis, Law Society’s Gazette (in which he has a regular local government column), Local Government Lawyer, Municipal Journal and New Law Journal. In addition he wrote a substantial paper on the General Power of Competence for the Local Government Association. Nicholas is also Communications Officer for Lawyers in Local Government. 
Stephen Pearson, Partner at Freeths, holds The Law Society Diploma in Local Government Law and acts predominantly in the public sector.  Stephen is an expert in EU Procurement law, advising on the procurement aspects of many schemes.  He gives advice on a daily basis to over 50 Council, Education and NHS clients on issues including negotiation of contracts, choice of procedures, contract variations, framework contracts, legal challenges and other issues following the Public Contracts Regulations 2006.  He has recently advised on and created a number of corporate entities such as companies and LLPs for local authority clients including Derby City Council, Milton Keynes Council and Allerdale Borough Council, Cumbria and has recently advised on several major State Aid issues.
Gillian Duckworth is the Director of Legal & Governance at Sheffield City Council and is also the statutory Monitoring Officer for the organisation. She has been with Sheffield for 6 years but has worked within Local Authority legal teams for 29 years covering a range of legal work but primarily working in the field of regeneration and property development.
She has managed legal teams since 1998 and has acted as either Monitoring officer or deputy monitoring officer since 2009
