Suitable audience:
This session will be suitable for local authority lawyers and Financial Directors interested in revenue generation and/or the strategic approach. Also sustainability and environmental managers who are exploring new models for delivering services and officers involved in commissioning strategies, energy and regeneration as well as those responsible for procuring and designing local authority waste services.
Overview:
This half day Course aims to cover key developments in both waste & energy matters.
Topics to be covered include:
An overview of legal and commercial issues for Local Authorities interested in establishing a heat (and electricity) network project. The creation and distribution of low carbon heat is a major element of Government energy policy.  DECC via the Heat Network Delivery Unit (HNDU) has made available funds to Local Authorities to help pump prime Heat Network schemes in their areas. This session will be suitable for energy, sustainability, low carbon and environmental managers looking at the options for delivering or growing a heat network in your area.
The European Commission launched the much anticipated Circular Economy Package in December 2015. The Package will bring about some fundamental changes in the way Member States are required to manage and handle their waste. The package includes a number of specific targets and obligations that will directly affect local authorities and the services they provide. Find out what the Package will mean for your authority, how you can prepare for its implementation and what key opportunities and challenges it will present.

Presenter profiles
Nathan Bradberry, Senior Associate at Bevan Brittan specialises in projects, construction and engineering matters in the delivery of UK energy and waste infrastructure projects acting for public and private sector clients. Nathan brings extensive experience negotiating, drafting and advising on all forms of bespoke and standard form construction and engineering contracts, O&M contracts, energy generation, distribution and supply contracts. Nathan has advised on district energy projects from area wide heat networks to property developer led mixed use/residential district heating projects. He is currently advising Manchester City Council and London Borough of Sutton on their district energy projects and has led on the preparation of a full suite of precedent contract documentation for COFELY’s (now Engie) District Energy project pipeline, including the Master Supply, Connection and Heat Supply Agreements.
Simon Colvin leads the National Environment Team at Weightmans and also leads the firms Waste and Resources Sector Group. Simon is a member of the Chartered Institute of Waste Management and writes a regular column for the CIWM Journal. Simon is well known in the waste sector for his advice to both the public and private sectors. He has been working on waste projects and compliance for 15 years. He is currently leading an initiative working with WYG, Grant Thornton and LARAC looking at what the Package will mean for local authority waste services.
