Overview:
Update on recent standards cases and a practical exercise on free speech and use of social media. Redrafting constitutions in the context of combined authorities and partnership working looking at practical examples. Models of Scrutiny and a reminder of the basic requirements.

Presenter profiles:
Frances Woodhead, Bevan Brittan has worked in the public sector for almost 30 years, most recently as Director of Legal Services at Sheffield City Council, managing a large legal and governance department and advising Members and senior officers. Experience of advising elected members in a range of formal meetings and informally, as individuals or in political groups.
Frances has in depth experience in advising on public sector law, governance and budget issues at a strategic level. She regularly advises on decision making issues in the context of delivering major projects for local authorities. Recent experience includes setting up arrangements for new ways of working across the public sector to deliver economic regeneration or collaborative shared service arrangements, advising on governance and devolution issues, dealing with standards complaints and sensitive investigations, advising on decision making in respect of major projects, advising on land disposal consents and dealing with challenges to decision making, for example in respect of procurement matters.
Anita Bradley, Browne Jacobson is a partner in the public sector practice with nine years’ recent experience as a monitoring officer and head of a legal service in the public sector. Anita joined Browne Jacobson in February 2016. Anita specialises in administrative and public law and has extensive experience of dealing with decision making and vires issues and code of conduct complaints and investigations. She also undertakes planning and environmental law work and information law.
