Seminar overview

This seminar will consider the latest developments in the law affecting local authorities. Local authority lawyers continue to operate in a challenging and dynamic environment and this seminar will address some of the developments affecting how local authorities are delivering services in an era of cuts, the challenges to authorities in making sure that they do things correctly and in accordance with proper governance, the potential consequences if they do not (including intervention from the Secretary of State), the latest developments in the member conduct regime and the most recent case law.

The seminar will be of interest to all local authority lawyers, particularly those involved in advising on corporate issues.

Speaker profiles:

Simon Goacher joined Weightmans in February 2013 to head up the Local Government team. He previously worked in local government for nearly twenty years including for the last six of those as Head of Legal Services level at two large local authorities in the North West.

Simon advises local authorities on powers and governance issues on high profile matters. He has also carried out a number of investigations in relation to information governance, decision making and conduct matters.   He also provides training extensively to local authority officers and members.

Owen Willcox is a partner in the Geldards Public Services Team. Before joining Geldards, Owen held positions as Senior Solicitor with Lawrence Graham, Interim Head of Legal Services at EEDA and Head of Legal and Democratic Services at Harlow District Council.

Owen has advised a number of local authorities on vires, governance and commercial issues in relation to their key functions and major projects and specialises in the establishment of new vehicles for public service delivery.

He has also undertaken a number of high profile code of conduct investigations for local authorities.
