Seminar overview

The morning session will be followed in the afternoon by a mock appeal to the Magistrates’ Court. We are supported in this by Mark Diggle, a Barrister  from the Ropewalk Chambers experienced in licensing; a scenario will be acted out with the assistance of ‘volunteers’ from those attending as witnesses. This will cover the main points which advocates need to know for these tricky civil proceedings which are held in the Magistrates’ Court.

Speaker profiles:

Lisa Gilligan is a senior associate at Freeths Leicester office. She has extensive licensing experience having previously worked both in private practice and for a local authority. She deals with the full range of licensing applications and hearings. She has considerable advocacy experience and also represents clients at PACE interviews dealing with a broad range of licensing and regulatory issues. Lisa is also recognised by the Chambers UK Guide as a Leader in the field of Licensing.

Rachel Lyne, Browne Jacobson has represented a range of clients in the hospitality and leisure sector for over 15 years including: national pub operators, hotels, high street retailers, restaurants, nightclubs, bingo operators and casinos.  Her experience includes advising and representing operators at licensing committee hearings dealing with applications for new premsies licences as well as variation applications.  Rachel has also represented clients at hearings calling for a review of a premises licence and at Magistrates’ Court appeal hearings.

Lyn Sugden, Gedling Borough Council is 20 years pqe, 10 years in private practice (civil litigation) and 8 years local authority – working for a Borough Council. Her remit is wide ranging covering both public and private law. She is also an Associate Lecturer with the Open University (Public Law and Criminal Law).
